July Meeting 2008

 Planning

Ashford Borough Council had approved plans for Conversion of barns into a single holiday let unit Builders Yard, Shottenden, Continued stationing of mobile home for 4 years for occupation by Mr Jason May at the Smallholding, Long Hill, Old Wives Lees, and an advertisement application for 4 non-illuminated wall signs, 3 internally illuminated wall signs, 2 externally illuminated wall signs, 2 non illuminated post signs and 1 externally illuminated projecting sign at the Woolpack Inn, Chilham.

The parish council supported plans to section fell 2 Leyland conifers at 5 Hambrook Close, Chilham, erection of a two storey side and rear extension at 1 Lees Terrace, Cobbs Hill, Old Wives Lees and opposed plans for change to access at Redthorn, Branch Road, Chilham and the erection of a drying off bay and bin store (retrospective) at Sunnybank Garage, Chilham (the latter due to continued abuse of the planning system in the form of retrospective applications).

Recycling Fund bids

9 bids had been received and it was agreed the finance committee should meet to consider next steps.

Parish Council Website

The clerk, in consultation with the communications sub-committee, was asked to spend up to 10 hrs producing a web-site design based upon the agreed content and produce a paper for the council to approve at the September meeting.

Highways - Verge Maintenance

It was agreed to investigate the cost of taking responsibility for KCC verges and paying a local contractor to do the work.

 Highways - Roads where HGVs cause problems

It was agreed that a list of nearly all roads in the parish excluding main roads should be passed to KCC to add to their list of routes where use by HGVs was unsuitable.

Wealden Wheels

Boro Cllr Marriott was asked to register interest by the parish in this community transport scheme.

 Service Quality

The clerk was asked to complain about poor service from ABC and Kent Highways.

June Meeting 2008

Planning

Ashford Borough Council had approved amended plans for conversion of redundant Oast and erection of carports, stores and oil tanks and change of use of agricultural to residential (part retrospective) at Martens Oast, Lower Ensden Farm, OWL, extension of open bay store at Forestry Yard, Canterbury Road, Chilham, erection of a single storey rear extension at 8 Cobbs Hill, OWL, new sunroom to dwelling at Home Farm, Chilham Castle Estate, Chilham, and single storey front extension at Charltons,  Selling Road, OWL, various tree surgery at The Bothy, Church Hill, Chilham, and at Cheyney House, 8 Stable Court, Chilham Castle Estate, and refused plans for division of existing dwelling to form 2 dwellings at Mervyn Crest, Canterbury Road, Chilham .

The parish council supported an advertisement application for 4 non-illuminated wall signs, 3 internally illuminated wall signs, 2 externally illuminated wall signs, 2 non illuminated post signs and 1 externally illuminated projecting sign at The Woolpack, Chilham.

 

Copper Kettle

The parish council voted to support a residents representation objecting to a license application by the Copper Kettle on the grounds of prevention of public nuisance for the following reasons:-

1) concern about the hours – an 1130pm close would be much more in keeping with the Square

2) all alcohol should be sold ancilliary to a meal

3) concern over late drinking – there should be no sales after 11pm

 

Parish Council Website

The clerk, in consultation with the communications sub-committee, was asked to spend up to 10 hrs agreeing the proposed content for the website, what it is intended to achieve and why, and how it fits in with the existing parish website and produce a paper for the council to approve at the July meeting.

 

Dog Bins

The clerk was asked to contact ABC regarding the supply of a dog bin for Felborough Close following repeated problems with dog fouling in the area.

 

Fly Posters

Cllrs were asked to notify the clerk of any fly-posting in the parish so he could notify the appropriate authorities.

 

Community Events

Cllrs Adams, Barbrook, E Taylor and Ralph were asked to meet to explore the possibility of setting up a Community Events Committee. The Events Committee would then coordinate events with help from the broader community. 

 

Proposed removal of Payphone in OWL

The clerk was asked to object to the removal of the payphone in Old Wives Lees village hall car park on the basis that it was the only one in the village and a valuable community asset.

May  2008 Meeting

 Election of Chairman and Vice-chairman

Cllrs R Taylor and D Kennett were re-elected Chairman and Vice-chairman respectively.

 Planning

Ashford Borough Council had given consent to demolish a derelict and redundant outdoor toilet block, and construct a new single storey multi-purpose building for staff at St Marys Primary School (listed building consent) and replacement dwelling with detached garage at Hawley Cottage, Selling Road, OWL.

The parish council opposed erection of boundary fencing and creation of new vehicular access to Bagham Road including installation of new gates Redthorn, Branch Road, Chilham on grounds of safety and supported applications for erection of three PIR controlled lights and one DLS controlled light at Sunnybank Garage, Canterbury Road, Chilham, various tree surgery at Cheyney House, 8 Stable Court, Chilham Castle Estate, continued stationing of mobile home for 4 years for occupation at The Smallholding, Long Hill, OWL and single storey front extension at Charltons, Selling Road, OWL.

 Parish Council Insurance

Norwich Union were chosen ahead of Allianz Cornhill and Zurich Municipal based upon better cover for least premium.

 Allocation of recycling grant

A point scoring system to assess bids for the use of this fund was approved.

The clerk was asked to advertise the process and ask for bids in the June Parish News.

 Hedges and Verges

A letter had been sent to residents in Lower Lees Road asking them to keep off the North Court Farm verge until it had been properly reinstated following the installation of a new gas main.

The clerk was asked to send a letter to 2 residents who had not heeded a request to trim their hedges - the hedges were considered a danger to road users.

April 2008 Meeting

 Open Forum

Prior to the meeting Peter Wead (the current postmaster) explained the options for the immediate future of Chilham Post Office and asked for support from the Parish Council in deciding which course of action should be taken.

The council agreed to provide support by:

1) raising the awareness within our parish of the impending closure if no action is taken

2) providing support to recruit part-time paid/unpaid helpers so that the retiring postmaster can continue on a part-time basis

3) providing support to marketing the services offered by the post office to the parish, the benefits it provides and highlighting what the impact would be if it were to close

The first step would be a meeting between Cllr R Taylor, the clerk, Peter Wead, Peter Higgs, Sean Carter (Rural Business Advisor), Caroline Hoare (Post Office).

Planning

Ashford Borough Council had no objection to felling 2 conifers and a cherry tree at Deepwell House, Chilham Castle Estate, Chilham, cutting back Yew hedge and an Ash tree at Old Vicarage, Church Hill, Chilham, granted consent to the installation of new potable water pipeline from Howfield Pumping Station to a connection point at Stone Stile, Chilham, erection of 2 storey side extension at Rosecroft, Selling Road, OWL, erection of a 3 bay timber framed garage at Bagham Cross House, Bagham Lane, Chilham, conversion of redundant oast house into two dwellings at Ensden Oast, Lower Ensden Farm, OWL and refused consent for replacement dwelling at The Moorings, Pilgrims Lane, Chilham.

The parish council opposed various tree surgery at The Bothy, Church Hill, Chilham and supported applications for extension to existing open bay store to form machinery shed at Forestry Yard, Canterbury Road, Chilham, division of existing dwelling to form 2 dwellings at Mervyn Crest, Canterbury Road, Chilham, erection of a single storey rear extension at 8 Cobbs Hill, OWL, erection of carports, stores and oil tanks and change of use of agricultural to residential (part retrospective) at Martens Oast, Lower Ensden Farm, OWL, new sunroom to dwelling at Home Farm, Chilham Castle Estate, Chilham.

 Finance

The clerk reported a projected overspend of £1147 against the 2007/8 budget.

A finance committee meeting would be arranged to consider the allocation of £4018 in the recycling fund and renewing the insurance policy.

The remaining concurrent function grant was allocated to OWL Village Hall (£225), ChilhamVillage Hall (£503) and Recreation Ground (£645) based upon their insurance premiums.

Chilham Square

The meeting endorsed a list of the proposed alterations to road signs and proposed layout for the Square to restrict parking, improve pedestrian safety and improve traffic calming. The clerk was asked to send these proposals to Kent Highways and ask for guidance on next steps.

March 2008 Meeting

 Planning

Ashford Borough Council had no objection to various tree surgery at Redthorn, Branch Road, Chilham granted consent to single storey side extension at Avalon, North Court Oast, Lower Lees Road, OWL and extension to existing Motor Control Centre building component area at Chilham Pumping Station.

The parish council opposed the erection of a 2 storey rear and side extension and extension to roof to create further living accommodation at The Bothy, Church Hill, Chilham and supported applications for the erection of a 3 bay timber framed garage at Bagham Cross House, Bagham Lane, Chilham, felling 2 conifers and a cherry tree at Deepwell House, Chilham Castle Estate, Chilham, cutting back Yew hedge and an Ash tree at Old Vicarage, Church Hill, Chilham and demolition of existing barn and reconstruction as a dwelling at The Barn, The Bothy, Church Hill, Chilham.

 Hedges and Verges

It was agreed that a short piece should be included in the April Parish News explaining landowners responsibilities for maintaining their hedges and verges.

 Newsletter

A draft newsletter was approved and it was agreed that this should be distributed at the Annual Parish Meeting before becoming the centrefold of the May Parish News.

Annual Parish Meeting

It was agreed that this would be held on Thursday 24th April at 730pm in Chilham Village Hall.

Free Home Fire Safety Check

The clerk was asked to arrange for the free fire safety check to be advertised in Parish News, KM village news and noticeboards.

February 2008 Meeting

Open Forum

Prior to the meeting Doffy Milner requested that the Parish Council supports the need for main drains to be supplied to the remaining properties within the Parish (where this is feasible) and that they pursue this with Southern Water. The council agreed to follow this up.

 Planning

Ashford Borough Council had refused consent for the installation of floodlights at Chilham Park and granted consent to single storey side and rear extensions at the Star Inn, OWL and front extension and new vehicle access at Copyhold, Lower lees Road, OWL. The parish council opposed an application for the erection of 3 bay timber framed garage at Bagham Cross House, Branch Lane, Chilham and supported applications for proposed single storey side extension at Avalon, North Court Oast, Lower Lees Road, OWL, various tree surgery at Redthorn, Branch Road, Chilham, erection of two storey side extension at Rosecroft, Selling Road, OWL, conversion of barns into a single storey holiday let unit at Builders Yard, Stone Stile Road, Shottenden, conversion of redundant oast house into dwellings at Ensden Oast, Lower Ensden Farm, OWL, extension to existing Motor Control Centre building component area at Chilham Pumping Station.

 Concurrent Functions Grant

The clerk was asked to obtain insurance details from CPRGT, CVH, and OWL VH committees so that this fund could be allocated at the March meeting.

 PACT (Partners and Community Together)

It was decided to go ahead with the open meeting on 13th March at 730pm in Chilham village hall.

Train Service

Cllr Sansom reported that the current off peak service would be retained but a decision on the peak service would not be taken until the summer.

Chilham Square

Cllr Ralph had distributed a report before the meeting. This stressed that the current aim was to address health and safety issues and that this required Kent Highways and ABC support and approval.

January 2008 Meeting  

Election of Vice-chairman

Cllr D Kennett was elected vice-chairman unopposed.

 Planning

Ashford Borough Council had granted consent for erection of rear extension at Windermere, Pilgrims Lane. The parish council supported applications for front extension and new vehicle access at Copyhold, Lower Lees Road, erection of 3 security light poles at Sunnybank Garage, replacement dwelling at The Moorings, Pilgrims Lane and to demolish a derelict and redundant outdoor toilet block,  and construct a new single storey multi-purpose building for staff, and relay tarmac paving at St Marys Cof E Primary School (Listed Building and Conservation Area consent).

 Rural Housing Site Search Comments

The Planning Committee reported that their first choice was the Shrimpton Close site with the site along the A252 behind Felborough Close as second choice provided suitable access could be provided from Felborough Close. All other sites were considered unsuitable.

 Precept for 2008/9

The council approved a precept of £14,713.

 Train Service

Cllr Sansom and Boro Cllr Marriott had met with MP Damian Green who agreed to put the Chilham case to Southeastern. The petition had collected 180 signatures so far. Meetings were planned with Southeastern. Wye and Chartham parish councils had agreed to collaborate with Chilham.

 Xmas Tree

Chairman R Taylor congratulated the Xmas tree on behalf of the parish council.

 Chilham Village Hall Committee

Cllr White agreed to represent the parish council on this committee.

December  2007 Meeting

 Election of Chairman

Cllr R Taylor was elected chairman unopposed. The election of vice-chairman was deferred until the January meeting.

 Planning

Ashford Borough Council had no objections to reducing the height of 1 Tulip and 2 Cypress & 1 Magnolia at Stableside, Hambrook Lane and to demolish a derelict and redundant outdoor toilet block,  and construct a new single storey multi-purpose building for staff, and relay tarmac paving at St Marys Cof E Primary School. It granted consent for a retrospective application for replacement telecommunications mast at Station Approach, Chilham and approved amended plans for the renovation of oast/barn into single residential home to serve family of working farm at Bowerland Farm, OWL. The parish council supported applications for the installation of floodlights on riding school at Chilham Park (amended), single storey side and rear extensions at the Star Inn, OWL and the installation of new potable water pipeline from Howfield Pumping Station to Chilham Pumping Station.

 Train Service

Cllr Sansom will be the councils rep to preserve the current rail service. The clerk was asked to write a letter on behalf of the council to DfT and South Eastern Trains and contact parish clerks at Chartham and Wye with a view to a combined response.

Litter Picker Vacancy

Chilham Square

Cllrs Ralph, Sansom and Barbrook had conducted an experiment in the square with the help of Chilham fire service to assess space needed for emergency vehicles. This is required before an interim layout can be  agreed with Kent Highways ahead of the longer term work being undertaken by the Chilham Future Board.

 Police

PC Alison Barney reported that the number of incidents in OWL had reduced dramatically since letters were sent to 5 families involving 7 children regarding their antisocial behaviour.

The next visit from the mobile police station would be on 17th January.

 Centre for Independent Living Kent (CILK)

The council agreed to a request for a mobile service that “takes empowering, independent living information to disabled people of all ages living in Kent and the Medway towns” to visit the parish for one day in January, February and March.

November 2007 Meeting

 Ashford CAB Outreach Service

Mick Fleming of Ashford CAB explained that they are planning weekly 1 or 2hr sessions in the parish to move their service out into the rural areas.

Ashford Borough Council had no objections to fell 3 Conifers and prune 1 Flowering Cherry at Beech House, Hambrook Lane. It granted consent for change of use of 8m wide strip of land and construction of a timber framed garage and store and a garden room at 2 Cork Farm Cottages, Long Hill, Chilham. The parish council supported applications to demolish a derelict and redundant outdoor toilet block,  and construct a new single storey multi-purpose building for staff, and relay tarmac paving at St Marys Cof E Primary School, the installation of floodlights on riding school at Chilham Park, the erection of rear extension, open porch and side extension and conversion of existing roof space at Windermere, Pilgrims Lane, for Tourism Signing at The Woolpack and (pending report from tree warden) reducing the height of 1 Tulip and 2 Cypress & 1 Magnolia at Stableside, Hambrook Lane.

 OWL Basketball

Cllrs would visit Latin field to check the feasibility and community support for a suggestion to re-site the basketball goal and create a basketball pitch without moving the football goals.

 PACT (Partners And Community Together)

Cllrs would be contacting parishioners to find out if they were interested in sitting on the PACT panel and report back at the December meeting.

 Old Wives Lees

Anti-social behaviour from youths in Lower Lees Road and Cobbs Hill had been brought to the councils attention by Community Warden MacMahan. Kent Police had visited the area as a result and had taken 5 names.

Code of Practice

The council adopted the Model Code of Conduct for Members including paragraphs 7(1)b and 12(2), effective immediately.

 Planning

Ashford Borough Council had no objections to the total section fell of an Ash and crown lift of a Sycamore at Church Hill, Chilham, the section fell of 2 Leyland Conifers and a Spruce at Deepwell House, Chilham Castle Estate. It granted consent to an employment development at Chilham Saw Mills, a loft conversion at Rusbur, Shalmsford Road, Chilham and change of use and alterations of agricultural buildings at Dane Court Farm, Canterbury Road, Chilham.

The following proposal from Cllr Adams was approved.

All planning applications considered by the Council are done so with reference to the Chilham Village Design statement (VDS) to ensure all decisions are reached without prejudice and relevant requirements are met.

 ABC State of the Borough Debate

It was agreed that the chairman should take the following issues to this debate:

1)Concern over continuing availability of the KCC Community Warden and the constraints imposed by the low mileage allowance

2)Poor police presence in the parish

3)Lack of policing on speed limits

4)Lack of policing to prevent use of Bagham Lane when not for access only

 The following proposal from Cllr R Taylor was approved.

A Councillors Forum is held once a year prior to setting the precept so that items can be raised, discussed and prioritised for inclusion in the budget for the following year.

 Noticeboards

The clerk was asked to provide a laminated note explaining that the noticeboards were owned by the parish council and priority would therefore be given to parish council notices.

 PACT meeting

This will be rearranged for 18th October at 730pm in Chilham Village Hall.

 Code of Practice

It was agreed that a sub-committee would meet to agree how to adopt the new code of practice before the end of September.

Ashford Borough Council has given consent re the renovation of existing oast/barn at Bowerland Farm, Bowerland Lane, Chilham, the construction of modest farmhouse dwelling at Woodpecker Farm, Dane Street, Chilham, a renewed application for conversion of barn to single cottage at Matthew Farm, Shottenden Road, Chilham, a water main between Chilham and Selling adjacent New Cut Road, Chilham, the construction of swimming pool, summer house, pump room, solar panels and paved area at Hares Farm, Shottenden Road, Chilham, the erection of a conservatory to rear at 3 Shrimpton Close, Old Wives Lees, the erection of 3 floodlights on recreation ground (retrospective), a replacement garage at 1 Cork Farm Cottages, Long Hill, Chilham, and a garden store on side of house at Bagham Cottage, Bagham Lane, Chilham. It had no objection to felling a Monterey Cypress – Golden at The Barn, The Street, Chilham. It refused applications for a proposed two storey extension at Badgers Hill House, New Cut Road, Chilham and an advertisement application for two non-illuminated free standing signs – amended scheme at Sunnybank Garage, Canterbury Road, Chilham.

A Verges and Hedges sub-committee was created which will address hedges/verges issues in the parish.

 Noticeboards

It was agreed that a part of each noticeboard should be set aside for parish council use only.

 Planning

Ashford Borough Council has given consent for porch/conservatory at rear of house at 1,Shrimpton Close, OWL (restrospective) and replacement garage at 1,Cork Farm Cottages, Long Hill, OWL. The parish council supported applications to fell one Monterey Cypress – Golden at The Barn, The Street, Chilham and  Demolition of existing dwelling and garage and erection of replacement dwelling and detached garage at Hawley Cottage, Selling Road,OWL.

 

Old Wives Lees Play Area – Repair to Wetpour Area

Playdale have completed their inspection and are contacting their Wetpour contractor regarding completing repairs under guarantee.

 

Donation to Ashford and Tenderden C.A.B.

£50 was voted to go to this initiative. Donation to go with proviso that explanation of how the money is spent is forthcoming.

 

Chilham Square

It was hoped that a temporary solution to traffic / parking problems could be agreed with Kent Highways and that a more permanent solution might lay with the Chilham Future Board.

 

Sites for Social Housing

Cllr Barbrook reported on a tour of the Parish together with other Councillors and the Rural Housing Enabler from ACR Kent to identify possible sites for local needs housing development.

The parish council supported applications for replacement garage at 1 Cork Farm Cottages, Long Hill, OWL, conversion of redundant oast into 4 dwellings and former stables into one dwelling, with associated parking at Howletts Farm, Soleshill Road, Shottenden, the erection of  a conservatory to rear of 3 Shrimpton Close, OWL, the erection of 3 floodlights at Recreation Ground, Branch Road, Chilham (retrospective), advertisement application for two non-illuminated free standing signs – amended scheme at Sunnybank Garage, Canterbury Road, Chilham, and garden store on side of house at Bagham Cottage, Bagham Lane, Chilham.

 Ashford and Tenterden Citizens Advice Bureau – Outreach service

The clerk was asked to find out more detail from Ashford CAB regarding anticipated use of this scheme in the parish,

 Meetings

Ashford Local Development Framework – Core Strategy Independent Examination.

Cllr Adams, Cllr R Taylor and Boro Cllr Marriott reported on the round table session where they had supported policy CS6 which included the Rural Settlement Hierarchy. There had been a representation from a developer arguing that Chilham should be moved up the hierarchy and therefore get a higher allocation of new homes. The clerk had made a written representation supporting the current proposal and objecting to this increase.

June 2007 Meeting - AGM

 Prior to the meeting Ms Charlotte Lonsdale from ABC Housing Services answered questions from  Parish Councillors on the way forward following the publication of the Rural Housing Survey for Chilham Parish. A sub-committee was created to take this forward.

Planning

Ashford Borough Council has given consent re conditions regarding felling Ash and Copper Beech trees at The Old Sawmill, Chilham Castle Estate, cutting down to ground level a sycamore and a western red cedar at Chilham Castle, demolition of dilapidated outbuildings and erection of new barn at land north of New Cut and east of Long Hill and construction of new building and compound area at Chilham pumping station. It refused an application for change of use of garage block at Orchard Cottage, Shottenden. The parish council supported applications for construction of swimming pool at Hares Farm, Shottenden, an extension to Kiln Cottage, Lower Lees Road, Old Wives Lees, 2-storey extension at Badgers Hill Farm, New Cut Road, Chilham and a retrospective application for a porch/conservatory at 1 Shrimpton Close, Old Wives Lees.

 Highways

The clerk had arranged a liaison meeting with Kent Highways and was asked to raise a number of issues including HGVs in the Square.

 Parish Council Website

A sub-committee was set up to agree terms of reference.

Meetings

The parish council supported the proposed Police and Communities Together (PACT) scheme in the parish and agreed that WPC Barney and the community warden McMahan should be invited to the next meeting to agree next steps.

Ashford Borough Council has given consent re conditions regarding the conversion of bungalow to a two storey dwelling and replacement garage at Thornham, Pilgrims Lane, Chilham, had approved the erection of a single storey side extension at The Den, Stone Stile Road, Chilham and two storey side extension with new chimney and canopy porch and erection of side porch at 13 Mountain Street, Chilham. It refused an advertisement application for two non illuminated free standing signs at Sunnybank Garage, Canterbury Road, Chilham.

The Council supported applications to fell and ash and a copper beech at The Old Sawmill, Chilham Castle Estate, Chilham to cut down to ground level a sycamore and a western red cedar at Chilham Castle.

 Highways

The Council agreed to complain about the condition of the verges on the A28 following work by Kent Highways.

 Village Reports

Cllr Ralph will represent Shottenden in the absence of a councillor resident in the village.

Cllr Marsh reported a sewerage problem with the toilet in Tailors Hill car park. This would be followed up with ABC.

 Planning

Ashford Borough Council has granted approval to fell yew trees and remove a sycamore at Chilham Primary School and to carry out tree surgery at Cumberland House. It refused the application for a proposed barn conversion and additional replacement building on land at Builders Yard, Stone Stile Road, Chilham.

The Council supported applications for erection of a 2 storey extension at 13 Mountain Street, employment development at Chilham Sawmills (expressing concern about increased traffic congestion), demolition of  dilapidated outbuildings and erection of new barn at land north of New Cut and east of Long Hill, construction of swimming pool at Hares Farm, Shottenden, erection of single storey side extension at The Den, Stone Stile farm, and repairs to roof at Clifton Cottage, Chilham. It objected to extra signage at Sunnybank Garage and change of use of garage block at Orchard Cottage, Shottenden.

Cllr Smith outlined proposals forwarded from A.B.C. for a new water main pipeline from Howfield pumping station to Chilham pumping station.

 Highways

Kent Highways confirmed there were no plans to improve the junction of Bowerland Lane and A28 and suggested that local residents consider funding any improvement themselves.

The Clerk and Cllr Ralph would reply on behalf of the Council regarding the Byways Working Group report.

 Meetings

Mr P Wead (Chilham rep at Police and Parish forum) reported on a new initiative called  PACT (Partners and Communities Together) where local communities together with the police and Community Wardens endeavour to solve problems at local level. Chilham has been selected to become a trial area for this new initiative.

 Retiring chairman Robert Berry thanked other retiring councillors for there efforts and support. In particular Cllr Jim Smith who is standing down as parish councillor for Chilham after 37 years.

Planning

Ashford Borough Council has granted approval for new rainwater gutters and down pipes at Young Manor Farm and the erection of a conservatory at 11 Cherry Orchard.

The Council supported applications to fell yew trees and remove a sycamore at Chilham Primary School and to carry out tree surgery at Cumberland House.

The Borough Councillor will investigate the status of planning permission regarding activity by Mid Kent Water on the Water Mill site.

 Highways

The Council will be contacting Kent Highways to express concern regarding the state of the road and footpaths at both Soleshill/A252 and Church Hill/A252.

The Annual Parish Spring Clean will be on Saturday 31st March at 10am.

Old Wives Lees

Arrangements will be made to install a picnic table in the children’s area on the Green.

Rural Housing Survey

Ashford Borough Council has advised that they can help in further action on this. The Council agreed that Chilham was interested in the next stage for 2008/2010.

Council Elections

These will be held in May. Parishioners are encouraged to consider standing and help make a difference in their local community. Anyone interested should contact the clerk.

January 2007  Meeting

Highways

A councillor will be meeting with KCC Highways to discuss the state of Pickelden Lane.

The Council is taking steps to ensure that road works in The Street and School Hill are repaired with material which matches the existing surface.

Finance

The Council has adopted the Financial Regulations as issued by the

National Association of Local Councils.

There is still Β£1,000 left in the Recycling Fund and Council invites bids to be spent on new projects within the Parish.

Christmas Tree in The Square

Council extended its thanks to Cllr Margaret Barbrook and all who helped in putting up the tree and the ceremony of switching on the lights.

Arrangements have already begun for a similar event next year.

Power Cuts

The Clerk is keeping a log of power cuts in the Parish and will refer them to the Utility concerned. They can be reported by e-mail on clerk@chilhamparishcouncil.gov.uk or by phone on 01233 813776 during office hours only.

Chilham Square Feasibility Study

A Company entitled "Chilham's Future Delivery Board Ltd" has been registered to pursue the Consultant's proposals for The Square. The first directors are Parish Cllrs Berry & Taylor, and Mrs Helen Kirwan.

Old Wives Lees Green

The new goal posts will be put on the Latin Field and not on The Green.

The Council is seeking fresh tenders for the maintenance of The Green.

Anyone interested in undertaking this work should contact the Clerk or a Councillor. The mowing will be undertaken by the existing contractor.

Shrimpton Close

Following a nomination by Downland Housing Association, the Council has agreed to their being offered the vacant tenancy.
